NCP lambastes Govt on power projects

ITANAGAR, Jun 10: The State Govt’s MoU signing spree with various power developer parties on Hydel projects has come under sharp criticism from Nationalist Congress Party (NCP).
The party which celebrated its 12th foundation day today lambasted the ruling Congress Government for reckless signing of MoUs for construction of power projects in the state without taking into consideration the adverse impact on the sensitive and vulnerable indigenous people as well as their social, cultural, economic, demographic and environmental prospects.
While demanding for complete review of all the 117 MoUs signed so far, the party vehemently opposed signing further projects unless and until a water treaty with China comes up since major source of all rivers originates from that country. The party also stressed the need for setting up of Redressal Tribunal before taking up such projects.
While taking a dig at Govt for failing to prepare AOP due to so called ‘financial crisis,’ the party demanded declaration of "Financial Emergency" in the state.

ITANAGAR, June 10: Under the initiative of Tawang Deputy Commissioner, Gamli Padu, the private hotels located at Tawang Township was finally graded and a uniform tariff for rooms was fixed. The same was achieved in a meeting held with hoteliers today at his office chamber.
Earlier, on the basis of demand by the hoteliers, a board comprising of officers and representative of hoteliers was constituted by the deputy commissioner to physically inspect and verify each and every rooms of the hotels. They were given various parameters like cleanliness, parking place, facilities offered, etc. to grade the hotels and fix the room tariffs. After month long exercise, they had submitted the report which was finally approved unanimously today.
All together, 6 hotels were found to be best against the parameter set and were graded as ‘A’ category; 5 hotels were graded as B which had all facilities but no parking place, while some hotels were placed as C and D category which had least facilities. Accordingly, the tariffs of rooms were also fixed uniformly irrespective of peak and lean season.
The grading and tariff of hotel rooms shall be hosted in the district and departments website for wide publicity.
By uniform fixation of the tariff, the tourists need not have to worry about the
uncertainty about the room rates. It will go a long way in attracting tourist and
making Tawang a good tourist destination. In the meeting, it was also decided that
the private hotelier shall outsource the local tour guide mainly from the educated
unemployed youth of the district. They shall be trained by the Tourism department
and the rate of tour guide was fixed at Rs. 500/-
Tawang has huge inflow of both local and foreign tourist. Last month, more than 2800 tourist visited the place.
AAPSU ask Naga Students Federation to end Manipur blockade
ITANAGAR, June 10: The All Arunachal Pradesh Students Union today asked the Naga Student's Federation (NSF) to end its economic blockade against Manipur during a meeting this afternoon in Itanagar.
During the hour long meet, the AAPSU led by President Takam Tatung and General Secretary Tujum Poyom appealed the NSF to stop the blockade against the Manipur while stating that all the problems could be solved through dialogues.
"I appealed to the Naga students to stop the blockade against Manipur and they gave positive response. We believe that all problems should be solved through dialogues," said Tatung. He also reasoned with them to explore ways where amicable dialogue can be initiated to solve the crisis.
AAPSU, however, at the same time, has condemned the atrocities committed by the Manipur police at Mao Gate in Senapati District of Manipur where two students were killed and more than 50 persons injured on May 6.
AAPSU also called for immediate intervention of central government for restoration of peace in these two neigbouring states. The blockade, followed after the decision of Manipur to impose a ban on Naga separatist leader Thuingaleng Muivah to visit his ancestral village of Somdal located in Manipur.

APSWC calls for creation of centres for upkeep of marginalized women
ITANAGAR, June 10: APSCW has called upon government and civil society, NGOs for creation of shelter homes, Crisis intervention Homes, Short Stay Home, Drop Centers with well equipped infrastructure to provide psychological, economical and medical support to women & children. The Commission said that there is only one Shelter Home in Arunachal Pradesh which is already over crowded with destitute girls, child marriage and forced marriage victims.
The Vice Chairperson of the Commission, Mepung Tadar Bage said this while sharing the problems confronting the commission due to lack of homes.
Reacting to a news item published regarding Lokam Yanang, the Vice Chairperson said that despite all efforts, no one is willing to come forward to take back the woman home. She further informed that the APSCW on receiving the verbal intimation from secretary, RKM on May 7, the next day Commission swung into action and sent the woman for medical checkup and arranged for her stay at Mother Teresa charity Home at Naharlagun.
She further said that despite no written complaint, APSCW have been taking suo moto action.

ITANAGAR, June 10: The Princess of Arunachal 2010 would be held in August. The contest is would be the first step for the winners to take part at the Pantaloon Femina Miss India.
The winner of the pageant would take part in the Dabur Gulabari Miss Fresh Face North East 2010 and eventually Pantaloon Femina Miss India.
The beauty pageant is being organized by the Saviours Friends Creation in association with the All Arunachal Youth Association first time in the state.

The first three winners will get a cash prize of rupees one lakh, rupees 75, 000 and rupees 50, 000 respectively. Death traps

Dam is the in hot topic these days. It is sometimes like that of “divide and rule" policy of the British in India. Many are aware that Arunachal Pradesh is going to be the Main power house in north east by installing Mega projects. What is the need of these projects which is at the cost of the indigenous people? A very few will get compensation but what about the others? Where are they going to live and how long will the beneficiaries live with their compensated amount? Only a few will manage with the money and rest will be the same again. They will be worse than before. There goes a saying in Assamese " Mach lage ki Bheel ? (You want the fish or the fishing pond).
Look at the problems of the Chakmas. It is an example to our future if we are not concerned today. Our people will never be able to sustain outside Arunachal.
Whenever there is a democratic approach the Govt. camouflages it. Take the last incident of CRPF firing at Pogging. The DIPRO termed The Arunachal Times as misguided and explained that there was no lathicharge but only mild canning. Can he explain to us that whether there is any Mechanism or device to measure the density of that mild canning on the public by the police/CRPF?
People should use the internet and other source of information regarding Dam issues and manifest their feelings and action through collaborative activities in a democratic and positive way.
Instead of signing MOU's upon MOU's silently without the consent of the people, Govt should tackle problems like boundary dispute with Assam, Chakma refugee issues and other development projects. Power project only cannot be termed as development. Wonder what will be the scenario when 90 to 100 Nos. of Mega Dams comes up in Arunachal Pradesh with people at the mercy of the Power Corporate and being minor in our own state. In case of LSHEP, Jaiprakash Power Ventures Ltd (JPVL) holds 89% equity in it; the rest is held by the Arunachal Pradesh government. The power owned by the company will be sold outside Arunachal. Look East Policy will make north east the main corridor and all the power from North East will be sold to the S.E. Asian countries. Why at the cost of the people of Arunachal ?

The unpleasant incident like, attack, assault and even killing of the employees of
various CPSU and private developer who are entrusted by the Govt. of Arunachal Pradesh
to harness hydro-

Ltd., and numerous assaults has been reported since recent past which is a matter
of concern. The authority concern of state Govt. who are involved in signing of MOA/MOU
of project has never been attacked or assaulted so far, but why the employee of executing
agency are made spongy target? If the state Govt. is not in position to give at least
protection for countable number of power developers at this initial stage than signing
of MOA/MOU of 117 projects is a blunder for which the state have to face heavy penalty
in the days to come, as more and more number of developers is yet to take-
I believe the innocent citizen of the state is not against the developmental activities rather they are protesting against the unyielding policy adopted by the people first Government. If proper policy and phase wise manner was adopted to harness the huge hydro potential, if adequate length of time was taken to educate the people to realize towards development, everyone would have accepted it.
We must plan wise today for tomorrow’s betterment, but we seems to have run into trouble at the initial stage.

Time for an amicable solution
Dear Editor,
Lower Siang project has become a major political issue where our adi brothers and sisters make allegation and counter allegation on one another. It's not the time for blame game; it's time to create awareness among the people of Adi community.
I am shocked to know that one of the most efficient and cleanest officers of Arunachal Pradesh, the present Deputy Commissioner East Siang was target and blamed by different organization of Adi community. I don't find any anti people action by him. It's unfortunate that a man who plays a vital role in uplift of our Panggi brothers and sisters at the receiving end. Instead of blaming him, we should feel proud that at this time of adversity, we have a D.C from Adi community.
He handled the Pongging incident well. Though there was some bad altercation but he handled control it successfully.
In response to Tobing Megu's letter of June 10, questioning Vijay Taram is wrong as Taram belongs to Komkar village. If the dams come up some parts of fertile land would be submerged. Compared to Bodak village more of Komkar village will be submerged. Calling him not affected is totally wrong. It was wrong on part of Taram to question the role of ABK and J.K Panggeng. We cannot blame ABK and J.K panggeng because they don't have any role in the construction of proposed dam.
This issue shouldn't be politicized and we should stand united and try to find out an amicable solution to problem which would benefit the affected people.

Apropos to the news item “CIC need to be made functional” which appeared on 1st June

After setting up of CIC, we, the poor parents had at least been introduced to the IT world in the form that we could give our ward the most coveted computer trainings in our own block which was beyond our thought. It was indeed a boon for all of us, as it had been really beneficial to one and all regardless of age barrier. For that we must express our gratitude to the authority concern.
But mere setting up of office is not a solution and more needs to be done by the government to make it more holistic and reachable to the people at large. It is in a state of negligence by the Govt. Efforts should be made to make it more viable in the form of infrastructure development. Today we are living in a computer age and whether you like it or not you can’t distance yourself from the benefits of the computer. So we should care for it and a concerted effort should be made both at the Govt and people’s level to make it more easily accessible to the common masses.

Fix rate for local bead
Dear Editor,
I would like to put my opinion regarding the value of local beads (Tasang/Todak). At present the value of single string/ bead are costing in lakhs and thousands which is abnormal & illogical.
As per my opinion the value of any item in the market has to be have some standard unit but unfortunately descendents of Abotani group does not have such standard to value the price of local beads. The trademark/ date of manufacture/ expiry date/ side effect/ company name are nowhere mentioned in any of the product (bead) so in this situation it would be very difficult to fix the value of any item in today’s scientific era.
Surprisingly we don’t know from which place it’s manufactured. So without knowing the intention of manufacturer its will be foolish on our part to fix irrational prices.
I appeal to all the Abotani groups like NES/ ABK/ GWS/ TWS to form an expert group to authenticate and fix uniform value of Tasang/ Tadok based on certain indicator so that our coming generation do not nullify its value.

In the past often been in news for all wrong reasons, Africa is hoping to erase all the pain and suffering it has witnessed by joining this celebration.
Decades of civil war have never let Africans live peacefully in their own land. In many countries like Rwanda, Somalia, Sudan thousands of people have died because of raging civil war leading to international outrage. Lawlessness prevails in many countries of Africa which are hampering their development. These are the reasons why till date several parts of Africa live 19th century lifestyle. In terms of human resource development, Africa has long way to go before it achieved substantial standard.
In my college days, a Somalian friend had once told me, “In Somali if you wear some gold stuff, new clothes and walk around the road, easily people will target you. People kill each other even for little sum of money. It’s quite tough to live in some countries of Africa though it is one of the most beautiful places of this earth.”
Despite every kind of trouble, African has always shined in sports area and has given world class talents to the world of sports. Hence in the aftermath of this background, one can expect some surprise performance by African countries in this year’s FIFA world cup. It was Cameroon which captivated world audience with scintillating performance in the 1990 FIFA world cup and declared arrival of African countries in world stage in true sense. Kunsa is an underdeveloped village with majority of its population living below poverty line. Interaction by commandant 19 Assam Rifles with the villagers revealed imminent requirement of taking up certain development projects in the village. Subsequently, 19 Assam Rifles under the aegis of Headquarters 25 Sector Assam Rifles and `DAH DIVISION’ under took construction of children park with perimeter fencing and community toilets with drainage system in the Kunsa village under ‘operation samaritan’.
The children park has been constructed by the unit with intent to motivate the children to join school and complete their basic education. Also, children at a young age are most vulnerable to propaganda by insurgents. This step by the unit has projected the positive image of Army and government to the young impressionable minds of children.
Due to poor hygiene and sanitation conditions in Kunsa village, problem of water contamination exists leading to villagers suffering from diseases like diarrhea and influenza. Villagers had projected the requirement of construction of toilets alongwith drainage system to the unit in order to improve the sanitation conditions in the village. Considering the requirement, 19 Assam Rifles has constructed six toilets alongwith the drainage system in the village under ‘operation samaritan’ and same are being used by the villagers.
DC calls for stringent measures to check indiscriminate construction
Tawang, June 10: Tawang Deputy Commissioner, Gamli Padu met the District Level Tourism Development Committee here today at his office chamber.
Speaking on the occasion, Padu said that indiscriminate constructions of buildings, amenities, at tourist places like Lakes, waterfalls and other religious places have started which are disturbing the natural beauty. Therefore, immediate measure should be taken to maintain their pristine beauty, he added. He stressed that, prior permission from the competent authority should be obtained before constructing tourist amenities to these places and the amenities should be built in such a way it does not disturb the natural view.
Further, he expressed necessity of regulating the taxi fares so that the tourist coming from outside are not harassed.(DIPRO)

ITANAGAR, June 10: Claiming that some officers of Sagalee, who are involved in issue of LPC in Sagalee township are misguiding the common people, the All Papum Pare District Students’ Union urged the officers to refrain from such bad practices and clear their own position.
The union also urged the higher authority of various concerned departments especially public works department to study the ground reality with the lower officers of Sagalee PWD division.

allotment certificates issued to individuals in Sagalee township, the union also

Meanwhile, in order to have an amicable solution to the land regularisation in Sagalee township, an interim committee, titled, Sagalee Town Land Regularization Demamd Committee (STLRDC) was formed in a meeting at Sagalee on June 9, informed its president Techi Perang in a release today. Nabam Kojum and Techi Leni have been selected as vice president and general secretary of the committee, the release added.

ITANAGAR, June 10: Dree Football Tournament organized by Capital Complex Dree Festival Committee, 2010 will kick off on June 12 at Rajiv Gandhi Stadium, Naharlagun.
Arunachal Chamber of Commerce and Industries president Techi Lala will inaugurate the tournament at 2.30 pm as chief guest.
Meanwhile, the opening match of the 43rd Dree Football Tournament 2010 would be played between Bulla Sports Association and Bulla Tajang XI (BT XI) on June 10 next, according Central Dree Festival Committee, Ziro. However, the date of the opening match was mistakenly printed as June 11 in forth paragraph of the news item published yesterday. Further, the abbreviated form of BT XI should be read as Bulla Tajang instead of Bamang Taji. Similarly, AHSA should be read as All Hija Sports Association.
